German e-invoicing: check the mandate, open files, create invoices

Three answers are enough: the check tells you when you must issue e-invoices and what already applies. Below it you find the viewer, validator and creator.

Since 1 January 2025 every business in Germany must be able to accept e-invoices from other domestic businesses, with no transition period; an email inbox is enough. You must issue e-invoices from 1 January 2028 at the latest. If your total turnover in the previous year exceeded €800,000, the duty starts on 1 January 2027; until the end of 2026 everyone may still use paper or PDF, a PDF only with the customer's consent. An e-invoice is a structured file under the European standard EN 16931, in Germany usually an XRechnung (pure XML) or a ZUGFeRD invoice from version 2.0.1 (a PDF with embedded XML). Exceptions cover invoices up to €250, travel tickets, VAT-exempt supplies under section 4 nos. 8 to 29 of the VAT Act and small businesses, which may always issue an ordinary invoice. Invoices to consumers are not affected. What you keep is the XML, for 8 years and unchanged.

May this invoice still go out as a PDF?

The mandate is one thing, the single invoice another. What matters is the year of supply, your total turnover in the previous year and the form in which you want to send the invoice. The calculator answers under section 27(38) UStG and names the cut-off date after which that form is no longer enough.

If the answer is “e-invoice required”, two routes lead on: create the invoice with your software or with the invoice creator on this site, and check the file before sending it with the XRechnung validator. What belongs in every e-invoice is shown on EN 16931: the mandatory fields.

In practice

German e-invoicing step by step

How an e-invoice differs from a PDF

An e-invoice is not a picture of an invoice but a data record. Each item sits in a fixed field of EN 16931: the invoice number in BT-1, the date in BT-2, the seller name in BT-27, the amount due in BT-115. Software can take over these fields without text recognition, recalculate the totals and prepare the payment. A PDF shows the same details only as text on a page, which is why the German VAT Act calls it an ordinary invoice.

You will meet two formats in Germany. XRechnung is pure XML, machine-readable but with no view for people; you open it with a viewer. ZUGFeRD combines both: a PDF/A-3 to read and, inside it, the file factur-x.xml with the data. Someone who receives a ZUGFeRD invoice sees a normal PDF, and their accounting finds the XML as well. More on what is an e-invoice?.

Receiving: what has applied since 2025

There is no transition period for receiving. If a domestic supplier sends you an XRechnung or ZUGFeRD invoice, you must accept it. The Finance Ministry letter of 15 October 2025 confirms that an email inbox is enough. You need three things: an address where invoices arrive, a way to read the XML, and storage that keeps the file unchanged.

You can read any XRechnung in the viewer on this site. The pre-check is enough to check before paying: it recalculates the totals and shows whether mandatory details are missing. You must keep the XML for 8 years; a printout or a PDF made from it is not enough. The details are on receiving e-invoices and archiving e-invoices.

Issuing: the timetable to 2028

Until 31 December 2026 every business may still issue paper invoices and, if the customer agrees, PDF invoices. During 2027 that applies only to businesses with total prior-year turnover of no more than €800,000; EDI invoices remain possible with consent until the end of 2027. From 1 January 2028 the e-invoice is mandatory for all domestic B2B supplies.

If you send only a few invoices, you need no new software. The invoice creator builds a ZUGFeRD PDF or an XRechnung from a form, works out net, VAT and gross itself and blocks the download while mandatory details are missing. For regular invoicing, a program that produces the formats from your customer records pays off. All cut-off dates with a calculator: e-invoicing deadlines.

XRechnung or ZUGFeRD: which should I send?

For invoices to businesses both formats are equivalent, as long as the ZUGFeRD file uses at least the BASIC profile. The MINIMUM and BASIC WL profiles do not hold a complete invoice and do not count as e-invoices. ZUGFeRD has the advantage that a customer without suitable software can still read the PDF; XRechnung is leaner and preferred by public bodies.

Invoices to federal authorities are governed by the E-Invoicing Regulation (ERechV): an XRechnung or another EN 16931 format with the contracting body’s Leitweg-ID is required. The federal invoice platform accepts ZUGFeRD only in the XRECHNUNG profile. The comparison with a decision aid is on XRechnung or ZUGFeRD.

Public bodies, Leitweg-ID and invoice portals

The Leitweg-ID routes an invoice inside the administration, much like a postcode routes a letter. It consists of a coarse address, an optional fine address and two check digits computed with the modulo 97-10 method. The first two digits name the federal state, or 99 for the federal government. A typo almost always shows up in the check digits; the Leitweg-ID checker finds it before you send.

The federal government accepts invoices through its platforms by web entry, upload, Peppol or email. For direct awards up to €1,000 net, an e-invoice to the federal government is not required. The states have their own rules and portals; the contracting body always gives you the Leitweg-ID. More on e-invoicing the federal government.

Find errors before your customer does

The most common reasons an e-invoice comes back are missing mandatory details and arithmetic errors. In an XRechnung the German rules require, for example, a buyer reference (BR-DE-15), the seller’s full address and contact details with phone and email (BR-DE-2 to BR-DE-7). The sum of the line items must match the sum in the document totals to the cent.

The pre-check in the XRechnung validator lists each broken rule with its identifier and the field concerned, so you can make sense of an error message from a customer or a portal. What the individual messages mean and which of them affect the input VAT deduction is explained in the Finance Ministry letter on e-invoicing.

Common questions

Are my invoice files uploaded to this site?

No. The viewer, the pre-check and the creator run entirely in your browser. The file is read on your device, the PDF is built there, and no invoice is sent to a server. You can test it: load the page, disconnect from the internet, and the tools keep working. There is no account and nothing is stored.

How much do the tools cost?

Nothing. Every tool works without signing up, without a trial period and without a limit on invoices. The site is funded by advertising at the edge of the page and sells neither software nor your data. If you send many invoices a month, accounting software that produces XRechnung or ZUGFeRD straight from your customer records is still worth it.

Does the pre-check replace the KoSIT validator?

Not entirely. The pre-check recalculates the amounts and tests the main business rules of EN 16931 and XRechnung, including mandatory fields, totals, VAT categories and the Leitweg-ID. Only the official KoSIT validator runs the complete schema and Schematron set. We compared our test files against that validator; the results are on the method page.

Do small businesses in Germany need e-invoices?

You must be able to receive e-invoices as a small business too, because that applies to every business since 2025. You do not have to issue them: under section 34a sentence 4 UStDV small businesses may always write an ordinary invoice, so paper or PDF stays fine. You may of course send an XRechnung or ZUGFeRD invoice voluntarily, stating the VAT exemption.

How do I open an XRechnung I received by email?

Drag the XML file into the viewer on this site or pick it with the button. You immediately see the sender, line items, amounts, bank details and due date as a normal invoice, and you can print it or save it as a PDF. For your records the XML stays the original; keep it unchanged, not just the printout.

Is a ZUGFeRD invoice the same as an XRechnung?

No, but both follow the same standard, EN 16931. XRechnung is a pure XML file with extra German rules, designed mainly for public bodies. ZUGFeRD is a PDF that contains an XML file, so people read the PDF and software reads the data. In the XRECHNUNG profile a ZUGFeRD file carries the content of an XRechnung as well.

What happens if I still send PDF invoices from 2027?

If your invoice falls under the mandate, the PDF is not a proper invoice. Your customer then risks the input VAT deduction and will ask for a correct e-invoice. On top of that the tax office can impose a fine of up to 5,000 euros under section 26a UStG. Whether an invoice may still be a PDF in 2027 depends on your 2026 turnover.
