Editorial policy and corrections
Planning around a wrong deadline or sending a faulty invoice costs time and can put your customer’s input VAT deduction at risk. This page says where everything comes from and what happens when something is wrong.

Ranking of sources
- Statutes and ordinances as currently in force on gesetze-im-internet.de: VAT Act, VAT Implementing Ordinance, Fiscal Code, federal E-Invoicing Regulation;
- Administrative guidance: letters from the Federal Ministry of Finance, especially on e-invoicing and the GoBD, and its FAQ;
- Technical specifications: the EN 16931 standard, XRechnung and the Leitweg-ID by KoSIT, ZUGFeRD by FeRD, plus the guidance of the federal invoice platforms.
Trade articles, forums and software vendors’ offers are not a source for a rule. If two sources conflict, the higher one prevails, and we say so.
Every figure dated
Every cut-off date, threshold and format version is stored with its source and reading date in a parameter file. The pages read their figures from that file, never from the text. Anything only announced or in draft is marked “not yet published” and enters the tools only once it has been enacted.
Testing the tools
Generated files are checked with the official KoSIT validator and with veraPDF, the reader with the KoSIT test files. Automated tests run on every change.
Schedule
The sources are reread regularly. A full review at least every 12 months and after any change to the VAT Act, a new Finance Ministry letter or a new version of XRechnung or ZUGFeRD.
Corrections
- Check against the source.
- Fix in the parameter file or rule set and add a test.
- New date on every page.
